i tried to compile this one with some others you posted here

 

so did it will work with  cvar cg_hitSoundType is 0

g_defaultHitSounds Description Selects the default hit sounds on the server. Starting from silEnT 0.6.0, it is possible for the players to choose what kind of hit sounds are played. If the client cvar cg_hitSoundType is 0, the g_defaultHitSounds determines what type of hit sounds are used. Also, if the client cvar cg_hitSoundType is 0, the server may also add custom hit sound files to a custom pk3 file. These sounds are automatically loaded if available. However, if the client cvar cg_hitSoundType is 1,2 or 3, the client will use strictly the hit sounds they have selected. Custom hit sounds are placed to the root folder "sounds/hitsounds" in the custom pk3. They must never overload any of the files in the subfolders, silent, etpro or etpub.

we have "g_defaultHitSounds" is:"1" default:"1" and "g_hitsounds" is:"9" default:"0" to get our hit sounds working as we want.
