The settings as it stands now is documented as follows:

 g_recognition

Description:

Enables additional recognition notifications for players doing objective, e.g. for planting dynamite, disarming it, destroying objective.

Type: [0|1]

Parameters:

0 Additional recognition notifications disabled.

1 Additional recognition notifications enabled.

Default: 1

This seems to be working fine for notifications to players on the same team.   However, I believe that this does not display notifications to the other team.   Correct me if I'm wrong, and perhaps this was the intent?   If so, could there possibly be a future enhancement to allow admins to extend objective messages to the other team?    Or does this violate the idea that one team doesn't know class information of members of the other team?   Thanks.

Heh, of course after I post this, I noticed 0.8.1 is out now with this:

Fixed: Some text bugs related to g_recognition cvar.

Maybe this has already been addressed?

The intent by default is to show it only to the own team. This is because the other team should not get too much information. The bugs were typos, duplicated prints with no additional data and in some cases wrong words used, that didn't match with the map scripted texts.

Okay, that makes sense.   Thanks for the info.
