Step 1
Start the game normally, click on MODS and choose omnibot (or another 3rd party mod which supports Omni-Bot).
OR
Start the game with command line parameter +set fs_game omnibot. It's recommended to create a shortcut if you use Windows.
Step 2
After Wolfenstein:Enemy Territory starts up.
Click on : HOST GAME.
Step 3
When the next screen opens.
In the Top left
Make sure the game type is set to "Single-Map Objective"
Step 4
In the lower left section select the map you want to edit
Step 5
In right corner below.
Click on : START SERVER.
As an alternative to steps 2 to 5, you can open the game console and type
/map <mapname>
If you want to enable cheats, you must type
/devmap <mapname>
