Normally bots were put to spec / still are at jaymod / popular server, when theres around 15 normal players and some of bots, so admins decides to rather put bots on spec as that way the game can be more enjoyable and played by normal players only, if theres a mod to actually put the bots to spec, it definitely shouldn't be removed as at least admins of popular server find it useful.
