1. Check under database folder. File name: mapvoteinfo.cfg

Example of map vote data:

2. Empty out that file and all vote info stored would be gone. So you will start from fresh.

3 - Can run shrubbot commands silently by adding '/' character in front of the command.

By any chance you are using player block in mapconfigs?  Can you try from rcon that command and see what it returns?

I am not sure which one are right or wrong but play around with above 4 cvars and you will fix your issue. Sorry been years i have touched zoom level.. 

Remove pak1.pk3, pak2.pk3 and mp_bin.pk3 from your etmain server installation. That should probably resolve the issue.
