The problem your probably running into is flak jacket, ( 50% less explosive damage for people who have flak jacket ) And most servers let that skill carry over to other classes too not just engineers, I have come to just disable flak jacket altogether as I don't think people should be just launched 50 feet when a grenade hits them directly.
