  1. Good news if you're paying for a YouTube Premium subscription every month: you can now download videos for offline playback at resolutions of 1080p, up from the previous limit of 720p. The change was first spotted by Android Police, with the Full HD (1080p) option appearing when YouTube Premium users try and save videos to their phones. You might not see the option yet though – apparently the feature is being slowly rolled out across the YouTube apps for iOS and Android. Authorities in the Gulf Cooperation Council (GCC) countries are looking to tighten their data privacy laws and give more teeth to regulators after the introduction of EU’s General Data Protection Regulation (GDPR). Privacy regulations around the world protect the rights of the individual’s data for fair and lawful collection and use of their personal information by organisations. Qatar launched its Privacy and Protection of Personal Data Law in 2016 while Bahrain implemented its data privacy law on August 1 this year. The UAE is expected to implement the law this year and Saudi Arabia by next year. The only countries left are Oman and Kuwait. Phil Mennie, director for digital trust at consultancy firm PwC, said that the demand for privacy expertise exploded after the introduction of GDPR. “We are seeing a lot of changes across the GCC region and a lot of privacy laws are coming in,” he said. “Large organisations are impacted by the GDPR but we observed, unlike in Europe where privacy has been a topic for a very long time, in the Middle East there is a lower understanding of how privacy impacts organisations,” he said. However, he said that organisations are finding efficient and economical ways to run their businesses, which involve transferring data outside of their jurisdictions and are using data analytics to create new revenue streams. Cyberattacks...Fastest growing crimeAccording to a survey conducted by the consulting firm, 89% of the customers avoid doing business with companies that do not protect their privacy while 87% of CEOs consider lack of privacy over personal data either an issue or risk in their organisation. According to research firm Cybersecurity Ventures, cyberattacks are the fastest growing crime and are increasing in size, sophistication and cost. Cybercrimes are expected to cost the world $6 trillion annually by 2021, up from $3 trillion in 2015, while the cybersecurity market is expected to experience a 12-15% year-over-year growth through 2021. Industry experts welcome the move by the Telecommunications Regulatory Authority of the UAE (TRA) to set up a Data Privacy Law, as they expect certain controls over privacy and the data shared with agencies. Work in progressTalal Wazani, Head of Strategic Security Consulting at Help AG, said it is a work in progress and the Law will look similar to GDPR for entities that deal with the private information of customers and govern how they use this information after they get the consent from the customers. “As far as we know, two initiatives are going on. One is at the Dubai level and the other at the Federal level. One of Smart Dubai’s initiatives is the Dubai Data Law, also known as Bayanat Dubai, but we don’t have any clarity on how it is going to be or what is the structure. On the Federal level, TRA is working on the foundation for the UAE Data Privacy Law,” he said. Initially, Wazani said that the UAE Data Privacy Law will be some sort of a framework that would be passed on to the lawmakers to refine it further and publish it as the law. He said that both Dubai and the UAE have some catching up to do but Mennie said that it is a good move from the UAE authorities but will not say it is late as the whole world is catching up now. “Only in the last few years, privacy has become such an important topic after the recent scandals, data breaches and the fines coming out of Europe. It is the right thing to introduce to protect the personal data of individuals,” Mennie said. UAE gets tough on IoT and health care data This year, the TRA has also published a new policy regulating services and devices associated with the Internet of Things (IoT Policy) in March while the UAE Federal Law on health care came into effect in May that directly addresses data protection principles. Mohammad Al Zarooni, Director of Policies and Programs Department at TRA, had told TechRadar Middle East recently that data privacy is crucial to the cyber and the UAE is regulating and drafting a data protection law. “We will look at the best performing practices performed worldwide; GDPR will be one of the inputs to it. We want to make sure that whatever regulations are put, are easy to be implemented across different sectors,” he said. Richard Chudzynski, senior manager at PwC Legal, said that Bahrain does not have fines as compared to GDPR but have criminal sanctions. GDPR has a ceiling of 4% of global annual revenues of up to 20,000 euros while Bahrain has a ceiling of BD 20,000 with a potential sentence of a maximum imprisonment of one year. A breach, under GDPR, needs to be disclosed within 72 hours but this law is not included in Bahrain Personal Data Protection Law and can be submitted monthly to the regulator. Tough to accomplishWhen asked about the possibilities of implementation of a GCC-wide data privacy law, Wazani said it would be amazing if a GCC- or Arab-wide law can be accomplished but it is tough to accomplish. “For GDPR, EU is the governing body and in the Middle East, there is no governing body. How long is it taking for the GCC-wide VAT to be implemented? The difficulty is in aligning together all the local privacy laws in the Middle East, apart from the jurisdiction laws as well,” he said. However, Mennie said that a GCC-wide law is sensible to him but he does not know how the legal resume works across the GCC and don’t know whether there is any mechanism in place to enforce the law across the GCC. “If there was, that would make a lot of sense,” he said. Al Zarooni said that there are some talks about a unified GCC law but “I believe that most of the regulations worldwide will be more or less the same, some will be more stringent and some will be relaxed. One unified GCC law might be good but it will be challenging to come up with”.   7. The rumor is that Samsung has another Galaxy Book laptop on the way, and now there are leaked images of said laptop to back up those claims. Posted by noted tipster Evan Blass, the pictures purportedly show a Galaxy Book S that is likely to be unveiled in the not-too-distant future. Could it even get shown off on the same day as the Samsung Galaxy Note 10? This laptop would appear to follow a traditional clamshell design rather than using the same 2-in-1 detachable form factor of previous Galaxy Book laptops. It only makes sense, too - consoles have by far the widest install base, so making your game work best for most people is an easy choice. However, as we're entering into the last legs of this console generation, we're starting to notice plenty of PC games with system requirements that are leaving consoles in the dust. So, we have to ask: are the PS4 and Xbox One continuing to hold the best PC games back, as they arguably have been since the outset of this console generation? And, because there are certain game developers that will take that as a challenge - looking at you, Remedy and DICE - there are a ton of PC games that look far better on PC than they possibly could on console. Just take a gander at something like Control. This game is going to pack pretty much every flavor of ray tracing we've seen in a game so far, and therefore its system requirements are very heavy. Then there's Cyberpunk 2077, one of the most anticipated games of this entire console generation. We've seen all those onstage demonstrations, just as you have, and we were blown away. However, that familiar dread of "are we going to have to upgrade our PC just to play this game" was playing out in the back of our head the entire time. Turns out that was at least a little justified, as that demo was apparently being run on a behemoth of a rig packed with an Intel Core i7-8700K, 32GB of RAM and an Nvidia Titan RTX, according to a report from Wccftech. Traditionally, PC games were single-threaded applications, so when you were running into issues, you could just upgrade your GPU and call it a day. But, with the advent of AMD Ryzen 3rd generation, that's kind of changing. You see, there are plenty of games that are multi-threaded these days. Battlefield V, for instance will absolutely max out your processor if you're using anything less than an 8-core CPU, with traditionally gaming-centric processors like the Intel Core i5-8600K falling behind. Even with our AMD Ryzen 9 3900X, we see Battlefield V using every single processor thread available to it. Hell, even Sekiro: Shadows Die Twice, a much lighter PC game, uses up to 6 cores in some cases - and that's with nothing running in the background beyond MSI Afterburner and Steam. At the end of the day, PC games used to be single-threaded applications, but that's just not the case anymore. The same goes for RAM, too. The 8GB of RAM available to the Xbox One and PS4 is now the bare minimum for PC games, with our recommendation being 16GB. This is because games are eating up a ton of RAM. Going back to Battlefield V, that game uses up 13GB of RAM on the low end. This is a svelte design the MacBook Pro 13-inch (2019) does well to match considering the more powerful components inside. Its dimensions are 11.97 x 8.36 x 0.59 inches (30.41 x 21.24 x 1.49cm) which is pretty similar – in fact you’ll notice that at 0.59 inches, its slightly thinner overall than the MacBook Air. True Tone automatically adjusts the color temperature shown on the screen depending on the ambient light, and it can do a good job of making colors look more natural – especially in some conditions. However, if you want color accuracy – if you’re a photographer or video editor, for example – then you’ll probably want to turn this off. The screens of the MacBook Air (2019) and the MacBook Pro 13-inch (2019) are very similar in other respects. They are both 13.3-inches, with LED backlighting and IPS technology, and both have native resolutions of 2,560 x 1,600. That results in a pixel density of 227 pixels per inch on both screens. This leads to both screens looking incredibly sharp. However, the MacBook Pro’s screen does have the edge thanks to it being much brighter (500 nits), and it also supports the wide color P3 (also known as DCI-P3). For the 2019 models, Apple has tweaked the materials used with the Butterfly switch, which the company promises should reduce the likelihood of the keyboards becoming faulty. While this is welcome, many people had hoped that Apple would ditch the Butterfly switch altogether and introduce a completely new keyboard. Apple’s Keyboard Service Program, which will replace a faulty keyboard free of charge, extends to this year’s MacBook Air and both MacBook Pros, and also suggests that the issue is still persistent. However, in our time with all three devices we did not experience any issues with the keyboard. Hopefully Apple’s fixes have done the trick this time. Meanwhile, both the MacBook Pro 13-inch and 15-inch 2019 models now feature the Touch Bar, a thin glass touchscreen that runs along the top of the keyboard, displaying context-sensitive buttons on its 2,170 x 60 resolution screen. These buttons change depending on the application or task that you’re performing, and are designed to give you quick shortcuts for a more seamless workflow. The MacBook Air (2019) doesn’t include this, but it does have a Touch ID fingerprint sensor (as do both Pros) for logging in and paying for things online securely. If the Touch Bar is something you really want, then either MacBook Pro will be the one to get – as of 2019, Apple no longer does a MacBook Pro without the Touch Bar. The site, which allows users in North America to buy and sell new or used clothes, shoes and accessories, has said that an unauthorized party was able to gain access to its servers and steal information on users including their usernames, hashed passwords, first and last names, gender and city of residence. Users who connected their social media accounts to Poshmark also had their clothing size preferences, user emails and social media profile information stolen by the attackers. BT has said it is ready to play is part in accelerating the roll out of fibre in the UK, claiming the wider availability of ultrafast broadband will help the country deliver its fibre ambitions and benefit shareholders. The company has so far connected more than 1.4 million premises to fibre to the premise (FTTP) technology, with Openreach adding around 20,000 properties a week to the network, and recently increased its own fibre targets. It now plans to cover four million by 2021 and 15 million by the mid-2020s – if it there is a suitable investment and regulatory climate. This would help the government achieve its current goal of full fibre coverage by 2033. AMD’s Ryzen 3000 series processors, spearheaded by the Ryzen 7 3700X, have led what looks like an unprecedented assault on Intel’s CPUs, at least going by the figures from one component retailer. The latest stats from German retailer Mindfactory (as highlighted on Reddit) for the month of July show that AMD sold an incredible 79% of all processor units, compared to 21% for Intel. In June, AMD’s overall market share was 68% at Mindfactory, so the increase to 79% represents a big jump, and the highest proportion of sales achieved by the company this year by a long way. To put this in a plainer fashion, for every single processor sold by Intel, AMD sold four. Ryzen 3rd-gen offerings have seemingly sold up a storm in the first couple weeks on shelves, and then slowed down, although that slippage is likely due to stock shortages rather than falling demand (the new flagship Ryzen 9 3900X chip is vanishingly thin on the ground, for example, and is therefore being flogged for extortionate prices on eBay in predictable fashion). Of course, we need to highlight the usual caveats: this is just a single set of figures from one online retailer, and as such hardly representative of the overall CPU industry. Indeed, this represents a focus on PC enthusiast and consumer sales – which is still very telling – although Intel shifts plenty of chips elsewhere in the likes of the business and laptop market. Plus the burst of momentum we are seeing here, built around a launch, obviously isn’t likely to be sustainable for long, and don’t forget Intel will reply – AMD’s rival has reportedly got some interesting answers up its sleeve (a 10-core Comet Lake CPU could beat out AMD’s Ryzen 9 3900X, or so the rumor mill reckons). Startling land grabAll that said, we can throw in as many caveats as we like, but the plain truth (at least from this source) is that AMD’s doing better than ever, and grabbing a truly startling proportion of CPU market share – even with apparent stock issues providing some headwind. Another illuminating aspect here is that Ryzen 3rd-gen has made more of an impact than either of its preceding generations, and that shows AMD is definitely heading in the right direction (if you needed any further indication aside from the glowing reviews for Ryzen 3000, including our own). Other feedback from Asia shows that AMD is making strong progress here, in South Korea and Japan, and according to one report, in the latter case, AMD has driven up to a market share of 47% and almost parity with Intel. Not too shabby when you consider that back at the start of 2018, AMD’s share was just 18% in Japan. Whichever way you dice this, AMD is busy making massive strides, buoyed strongly by Ryzen 3000 chips, and Intel needs a suitably emphatic response to this, otherwise things will start to slide in more than just the PC enthusiast market. The aforementioned report on Japan showed AMD growth even in prebuilt PCs and laptops, where the firm now holds 14.7% of territory (which doesn’t sound like a lot, but it’s more than treble the market share of 3.9% the company held back at the beginning of 2018).   25. The Samsung Galaxy Note 10 is almost here, with the range set to launch on August 7, and while it’s sure to be expensive it might not be quite as pricey as you’re expecting. According to Ishan Agarwal (a reputable leaker), the Samsung Galaxy Note 10 will start at €949 (roughly $1,050, £870, AU$1,550) for a 256GB model. The Samsung Galaxy Note 10 Plus meanwhile will apparently cost €1,099 (around $1,220, £1,005, AU$1,800) for a 256GB version and €1,199 (approximately $1,330, £1,100, AU$1,960) for 512GB. Now, the prices for elsewhere won’t be an exact conversion and he notes that even among countries that use the euro there will be slight differences, but to give you a rough idea of how that compares to the Samsung Galaxy Note 9, that phone started at $1,000 / £899 / AU$1,499 for 128GB of storage.
